Problem replacing Halogen Bulb in ceiling fixture?

We have a Ceiling Fan with a halogen Light Fixture in our kitchen. The light got dim one day. We replaced the bulb and its still dim. Is there a trick to replacing the bulb? Or is there more than one kind of halogen bulb? Is there something more Energy Efficient we can use?

Halogen or flourescent? If it is halogen a thing about them is..You never touch them with your bare hands… The oils in your fingers have something to do with the way they distribute light..and also make them not last 1/5 of the time they are supposed to. In my construction lights I couldn’t figure out why I replaced a bulb and 3 days later they would blow..untill I slowed down and read the fine print on the package.Funny I just decided to search and see what I could find..here is a message board that someone asked about why it said to use gloves when replacing..
